Define what actually needs to be established

Do completed works match the records, what defects exist, what may have caused them and what remedial work is needed? These questions can require different examination scopes. Describe the property, construction or refurbishment stage and disagreement. Photographs help initially but may not replace inspection and measurement. Where cost is disputed, define the valuation date and work items so technical findings and financial calculations address the same agreed question rather than separate assumptions.

Gather records and arrange access

Contracts, estimates, design records, acceptance documents and operating history can help. Establish what is accessible and whether later work concealed the earlier condition. Do not remove disputed traces simply to improve appearance before inspection. Immediate safety remains the priority in an emergency, with necessary actions documented appropriately. Agree on access, participants and possible specialist investigations in advance instead of using the site visit to discover that essential information is unavailable.

Separate observed facts from conclusions

The result should identify inspected areas, source records and the basis of calculations. Not every visible defect permits one definite cause without further information. Inaccessible areas should be disclosed, not replaced by assumptions. An examination clarifies the technical issues and supports informed questions in the dispute. It does not automatically decide the parties’ responsibility or legal outcome. Fees depend on the property, access and the agreed scope of the work.
